Why we exist

RUC, made accessible for all New Zealanders

Our mission is simple: make Road User Charges more accessible for all New Zealanders. Not everyone wants to wrangle a government portal, and nobody should have to.

So we built RUC Pass. Add your vehicle, see your RUC, WoF and rego in one place, and top up from your phone in a couple of minutes. The app is live now, and from 2027 you'll be able to do the same over the counter at 2,000+ stores across the country.

Every light vehicle in New Zealand is moving to RUC. We want paying it to be the easy part.

Who's behind it

Built by RUC on Rails

RUC Pass is run by RUC on Rails Limited, a New Zealand company based in Dunedin. We build a handful of brands, all pointed at the same problem: the country's shift to Road User Charges is big, and it shouldn't leave everyday drivers behind.

No offshore call centres, no runaround. Just a small Kiwi team building tools we'd want to use ourselves.

RUC on Rails was started in 2025 by Adam Johnston and Briyarne Pascoe in Dunedin. Two of us, building for the whole country.

Adam looks after strategy, operations and the regulatory side. He spent years managing big networks of contract drivers in New Zealand logistics and saw first-hand how much time good people lose to compliance paperwork. RUC Pass is his answer to that.

Briyarne builds the platform. He has shipped software in startups and the public sector, where things have to be precise, secure and reliable. He cares about the details you never see, so the app just works.
